youcef: a good way to learn english is to get some basics (which you may already have) and then read books and articles on topics that are of interest to you.

if you want to learn speaking english look for a tutor or courses where you can practice talking with people. there must be some software courses for learning english but i do not know what to suggest.

of course, you could also follow the "Learning English" joke that this article is about and start by learning C++ or Python. ;)
