UTF-8 and Unicode FAQ

UTF-8 and Unicode FAQ for Unix/Linux

In-depth explanation of Unicode and UTF-8. Might be handy when I try to fix the encoding of comments which got broken when recovering from a backup. Apparently something went wrong with the encoding of special characters (Latvian, Russian, ...) when the backup was created.

A friend has a wiki where he tries to document remaining issues preventing the migration to UTF-8 for Russian and other Cyrillic languages. We welcome contributuons.

Btw, should we create ru_EE and ru_LV locales while we're at it? If you agree, then I think that these should be submitted to the Debian package 'belocs-locales-data' (since the libc6 'locales' is hopelessly outdated and its maintainer, Ulrich Drepper, refuses to add or correct erroneous data).
